Now cloth and hair physics are becoming more and more common, but they are still rare. The only ones I can remember having it is Alice:madness returns, the vampire: the masquerade mmo that is currently under devolopment, and I think that the recent Tomb Raide game has it as well. It's why you don't see them very often in games. Especially not in games that are already very heavy on the graphics, like Skyrim. Nightengale Armor has a cape.
